The Florida Keys operate under a land-use system found nowhere else in the state. The Rate of Growth Ordinance (ROGO) caps new residential building permits, which means the supply of homes is structurally limited in a way that mainland markets are not. Short-term rental licenses are capped and in some areas grandfathered. A property with an active transient license is worth materially more than an identical one without it. Flood zone designations (AE, VE, X) determine windstorm and flood insurance costs, which can swing carrying costs by thousands per year. These are not footnotes.
